Recently my wife and I were driving on a country road in Vermont. It was early evening around 7:00 PM when we suddenly came upon a biker on the side of the road. We didn't see him until we were very close to him. He will never know how close we came to hitting him.
If he would have been wearing something reflective on his helmet, clothing or bike he would have been visible to us. Bikers believe that because they can see us we can see them and that's not true. Reflectivity is an idea that we can live with!
